The Carlisle Barracks Child Youth & School Services (CYSS) Program offers a variety
of services which are designed to meet the social and economic needs of
the military family. Check out our programs/services below.
School Support Services provides access to a wide range of resources to facilitate smooth transitions for school-aged students from one installation to another.
The School Liaison Officer (SLO) serves as a conduit of school information and is the primary point of contact for public and private school matters.

Transition Information
Transitioning to a new area can be very stressful for both the school age child and his/her parents.
The student wonders….What should I wear? Who will I sit with at lunch? What classes can I take? How big is the new school? What are the athletic opportunities?
The parents wonder…..Are the schools any good? What is the grading scale? Is there a gifted program? What do we need to do to get our child enrolled in school? Is there a dress code?
Rest assured, we will do our best to get your child registered and settled into school in a timely and straightforward manner.
The Carlisle Barracks School Liaison Officer is available to discuss the education related factors that should be considered, since much of what is really important in school selection and education planning does not lend itself readily to countable numbers. These factors include questions related to school assignments; personal motivation and learning environments; extracurricular, scholastic and athletic opportunities; local school statistics; strength of parent involvement; grading practices & graduation requirements; and of course, local, state and national test results.

Home School
To home school in the State of Pennsylvania you must register with your local school district each year by August 1, by filing an affidavit.
You may obtain a registration packet for the Carlisle Area School District at the:

For other school districts in the area, please contact the district’s student registration office.
All home schooled students are required to take Physical Education, Safety Education, Driver's Education, and Pennsylvania History. In addition, 11th grade students must complete a graduation project. The above state requirements are non-negotiable and vary from school district to school district.

Presently PA law does not require any administrative action with the school board unless the student is eight years old. A summary of Pennsylvania's home school law can be obtained online at http://www.hslda.org/central/states/pa/laws.html.

Youth Sponsorship
The Carlisle Barracks / US Army War College Youth Sponsorship Program plays a very important role in the moving process. Many questions and concerns are expressed when Families move, especially when they will only be in the area for less than a year. For youth, the fear of the unknown is a scary and very real concern. Youth wonder…….
Who will be my friends?
What will my new school be like?
What activities/sports are available?
Will I fit in?
What are the other kids wearing?
Our Youth Sponsors help provide answers to these questions and much more. Their jobs are to help eliminate the unknowns. The most important part of being a Youth Sponsor is to be a “friend” to the incoming youth; to make the incoming youth feel welcome; and to help the incoming youth become familiar with Post and the surrounding area.

Special Education Services
The local school districts provide special education programs and services to children with special needs who require assistance beyond what is provided by the regular education programs. In cooperation with the Capital Area Intermediate Unit and other local agencies, the districts provide educational and diagnostic services to meet the needs of students. Students are identified, and special services are provided in accordance with the least restrictive environment and due process procedures outlined in the Individuals with Disabilities Act and the Pennsylvania Special Education Regulations and Standards.
Individual Education Program (IEP) plans are developed for students who are eligible and in need of specially-designed instruction. Various program options include services delivered in the regular classroom, reading support room, or resource class and through itinerant services, part-time, and full-time classes. Students are included in regular education programs as appropriate. Consultative and support services are provided to regular education staff working with special needs students.
Student programs and services are determined by psychological, educational, and other diagnostic information developed by the multi-disciplinary team. The multidisciplinary team reviews each student and makes recommendations to the Individual Education Program (IEP) planning team who decides what special programs and services are appropriate. Parents are participants with the school personnel in determining eligibility and specially designed instruction.
The School Liaison Officer works hand-in-hand with local school districts and is here to assist you with the transition of your child with special needs.

Busing Information
Bus transportation is provided free of charge to folks living on the installation who have children attending certain schools. Please review the information found below for specifics on busing.

Transportation is provided on and off Post to Carlisle Area School District Schools as follows: Bellaire, Hamilton & Letort Elementary schools; Lamberton & Wilson Middle Schools; and Carlisle High School.
- Transportation is provided on and off Post to the following private schools: St. Patrick, Grace Baptist School and Carlisle Christian Academy.
- Trinity High School has a transportation program; however, the bus does not come on the installation. Please contact Trinity in order to arrange transportation.
- If
you live in the Meadows, elementary children are only transported to
Letort Elementary since this is the elementary school assigned to that
area. You may request another
elementary school within the CASD for your child; however, you are
responsible for transportation to and from your school choice.
- If
you live in the Meadows, middle school children are only transported to
Lamberton Middle School since this is the middle school assigned to
that area. You may request
Wilson Middle School for your child; however, you are responsible for
transportation to and from your school choice.
- Before and After School Care, as well as the Middle School Teen Program (after school only) are provided at Youth Services. All buses accessing the main installation make a stop at the Youth Services building.
If your children are using these services, you will need to fill out a
transportation request form, please click here for the form. It takes 3-5 business days to put this request into affect. Please allow for this time allotment when requesting a transportation change.
- Bus schedules for the local school districts are posted in the Sunday Sentinel or Patriot-News the week before school begins. Some districts also post this information on their websites for the first few weeks of school. Questions about busing should be addressed with the local school district transportation departments.
- CYSS has a van that runs from St. Patrick to Youth Services in the afternoon ONLY.
Most children that ride this van are children who live off the
installation in an area not serviced by the CASD transportation
department. You must fill out a van request form at Youth Services in order to use this free service.

Emergency Operations
A major concern of military parents is what happens when or if the installation and/or schools are forced to close, because of weather, a local emergency, or a national alert.
All school districts in the Carlisle and surrounding areas have emergency dismissal plans. Plans and operations unique to military youth, in the event of a military emergency, have been discussed and coordinated.
Emergency dismissal plans will be immediately activated under severe weather conditions or national emergency.
When Schools Close…As soon as a decision is made, major TV and radio stations are immediately contacted. These decisions are usually made by 5 a.m. If schools are in session and weather conditions worsen, students will be kept in school until the media is informed of dismissal times. The Carlisle Barracks School Liaison Officer in Child, Youth & School Services will be notified as well. Military parents will be contacted via global email with the dismissal information.
When Carlisle Barracks Closes... In the event of another emergency, such as experienced on 9/11, it will become necessary for the installation to tighten gate security. School bus coordination procedures have been discussed, so that military student residing on Carlisle Barracks will be able to return home. Parents can contact CYSS to obtain information on return times and procedures. Contingency plans have been made if students are not able to immediately return to the installation. |
Exceptional Family Member
The Exceptional Family Member Program (EFMP) at Carlisle Barracks ensures that service members receive the information and assistance needed to support Family members with disabilities in specialized programs and to pinpoint areas where resources can meet their needs.
The EFMP office maintains a listing of military and civilian special education and health related services.
The EFMP Coordinator works "hand in hand" with the School Liaison Officer to ensure that any school-aged exceptional Family members can transition smoothly into our area school systems.
Families with exceptional members will be informed of their rights and responsibilities under local and federal laws and of the type of community services available to meet their needs.

School Registration Information
Pre-registration for all students living on the installation and attending any Carlisle Area School District (CASD) should be completed online before arrival at the Carlisle Barracks. As soon as you know you are coming to the AWC/CB begin coordinating your transition with your child’s present counselor. Upon arrival, you will be required to visit the registrar for ALL schools within the CASD in person in order to provide her with your child’s birth certificate, social security number, shot records and hand carried records (if you chose to hand carry the records.) In addition, please be sure to bring any special paperwork, such as IEPs, standardized test results, letters for college recommendations from teachers & coaches, and course descriptions from your previous school.
Please note: If you are assigned to another installation and will be living on Carlisle Barracks, you will need to register your children for school upon arrival.

PLEASE NOTE: The Carlisle Area School District assigns our (on post) elementary children to certain schools in August. If you have a preference, you can make a specific request when you register your child. Every effort is made to grant your request, but there are no guarantees. The decision will be made on quarters’ assignments, bus schedules, class sizes and number of children per family. Representatives from the War College are present to ensure fairness at the school assignment session.
Cumberland Valley School District (CVSD)
All incoming students are registered at the Central Registration
Office located in the District Support Facility, 6746 Carlisle Pike,
Mechanicsburg, PA. You may stop by the office between the hours of 8:30 a.m. and 3:30 p.m. to pick up an enrollment packet or call (717) 506-3399 to have any enrollment packet mailed to you. After completing the forms in your packet, please call for an appointment to enroll your child.
South Middleton School District (SMSD)

Enrollment for new students takes place at the Big Spring School
District’s district office, 45 Mt. Rock Road, Newville, PA. If you have
any questions or concerns on registering students, please call

Required Information For New Student Registrations
Local public school districts require basically the same information
from the parents in order to register their child for school.
Please make sure all your child’s records are translated into English, so that the registrar is able to understand any information presented for enrolling your child for school.
The following information is required in order to register your child for school in the local public schools:
Parent/Guardian Photo Identification: A driver’s license,
non-driver’s identification, passport, military identification, or
green cards are acceptable forms of identification.
Proof of Residency: A deed, lease, sales agreement, proof of
home ownership, are acceptable means of proving residency. If you do
not have a lease, a notarized statement from your landlord including
his / her name, address, and a phone number where he/ she can be
reached is acceptable.
Proof of Guardianship: Legal custody agreement, if applicable, will be placed in the student’s record.
Birth Certificate
Record of Immunizations: State law requires that a complete
record of immunizations be provided. You can get a copy of your child’s
health records from the school you are leaving.
Transcripts and / or report cards, IEP, and any other forms relevant to your child’s education.
Parents / legal guardians of students may be asked to sign an
affidavit stating that they are truly the primary custodial parents /
guardians of the student being enrolled for school.
